About Us

mapThe US DOE Northeast CHP Technical Assistance Partnership was established in October 2013 for the U.S. Department of Energy (DOE) at the University of Massachusetts Amherst (UMass) and Pace University (Pace). The Center is a partnership between DOE, UMass, Pace, New York State Energy Research and Development Authority (NYSERDA) and MA Division of Energy Resources (DOER). Its mission is to provide application assistance, technology information, and educational support in the seven Northeast states of Connecticut, Maine, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont.

The Center educates prospective adopters of clean energy, fosters clean energy technologies as viable technical and economic options in the southwest, coordinates networks of stakeholders, works to remove policy barriers, and leverages existing and potential regional resources.

CHP Target
The U.S. DOE Northeast CHP Technical Assistance Partnership, together with a wide range of partners and stakeholders, helped the U.S. to nearly double the installed CHP capacity from 46 GW in 2000 to 84 GW in 2010. Now, we all have a new target: 20% of the U.S. installed capacity by 2030.

Our Services

  • Free Technical Assistance
    We facilitate recycled energy projects that are well-designed, technically sound, and economically beneficial. As part of that goal, we offer free assistance with

    • Feasibility screenings and analyses from our staff to help determine if a recycled energy project is a good fit for your site. Screenings can be done either on-site or remotely. Any business in CT, MA, ME, NH, NY, RI or VT is eligible.
    • Expert advice as you proceed with project development.
    • Installation and implementation concerns including utility, emissions, and siting issues.
    • Third-party review of vendor proposals.
    • Information on any available grants or incentives.
    • Case studies of similar businesses that have installed CHP.
    • Evaluations and verifications of existing systems.

    We are generally able to provide up to 20 hours of assistance for each business or organization. See our Project Support page for the step-by-step process of project evaluation and installation, and additional details of where we can help.

    Policy Analysis and Barrier Removal
    The Partneship works directly with legislators, regulatory commissions, state and local government officials, and their staffs to educate them on effective CHP policies and existing barriers that need addressed. We generally work alongside our network of stakeholders in implementing policy changes, including utilities, municipalities, trade associations, equipment manufacturers, commercial and industrial businesses, and clean energy advocates.     We also interact regularly with key investor-owned utilities, municipal utilities, and rural electric cooperatives in the region to encourage these utilities to promote CHP among their customers, adopt CHP-friendly tariff and interconnection policies, incorporate CHP into their resource plans, and design appropriate demand-side management programs.

    Education and Outreach / Speakers Bureau
    The U.S. DOE CHP Technical Assistance Partnership develops case studies, fact sheets, technology briefs, project screening tools, sector-by-sector information, and other resources that help educate end users, design firms, utilities, and regulators. The Center also makes presentations and organizes workshops and seminars, often for particular market sectors that have a high potential for cost-effective recycled energy projects.
